New laws take effect Tuesday

A look at some of the Missouri laws that take effect Tuesday:

ETHANOL MANDATE

Gas stations must sell fuel containing a 10 percent ethanol blend whenever the price of ethanol is lower than that of traditional gasoline.

HEALTH INSURANCE

Expands eligibility and lowers premiums for the Missouri Health Insurance Pool, which provides private insurance to people who cannot get or afford it. Also, people with individual insurance policies can carry their coverage with them when they take jobs with a small business that provides a group health plan.

MEDICAL BILLS

Allows the state to deduct money from people’s income tax returns and lottery winnings to cover debt owed to hospitals and other medical providers.

MINIMUM WAGE

Missouri’s minimum wage rises by 15 cents to $6.65 an hour.

DISABLED PARKING

Lengthens the expiration of disabled parking placards for vehicle windshields to four years, instead of two.

VIDEO CAPTIONING

Video instructional materials sold in Missouri must contain captioning, in which the audio is displayed as text on the screen.
